Essential upgrade work at Carndonagh Community Hospital, which was due to start in 2017, has been pushed back by yet again. The project, which was announced more than three years ago, has had no tender documents issued and no contractor appointed.The upgrade was most recently due to start in late 2019 with a completion date of 2021 following written confirmation by the Health Service Executive to the Carndonagh Community Hospital Liaison Group in March. In 2016, Minister Joe McHugh announced funding of €2.6m for the premises under the government’s 2016-21 capital plan in January 2016.Planning permission was later sanctioned for the project in 2017.Residents of Carndonagh Community Hospital were due to move to Buncrana Nursing Unit while the first phase of the upgrade got underway.The Buncrana Nursing Unit was also sanctioned an upgrade but work was due to commence there when upgrade works to Carndonagh Community Hospital had been completed. zoom SM Shipping, a new container carrier established by South Korea’s Samra Midas (SM) Group after the group acquired Asia-US route from bankrupt Hanjin Shipping, plans to start its first service on March 8 along the East and the South China Sea, Korean news site Pulse informed. The service will depart Busan in South Korea and stop in China, Thailand and Vietnam.The company’s first full service on its Asia-North America route – from Busan to Californian Long Beach Terminal – is scheduled for April 21.The company’s fleet has a capacity of 47,000 TEU comprising of the recently purchased five 6,500 TEU boxships, one 4,300 TEU vessel and one 1,000 TEU containership as well as of the leased five vessels with a capacity of 2,000-3,000 TEU, according to Pulse.By 2018, SM Shipping intends to have a fleet of 21 vessels with a capacity of 110,000 TEU.In November 2016, World Maritime News reported that SM Group’s Korea Line Corp. was selected as the preferred bidder to take over Hanjin’s Asia-US route, outbidding its compatriot shipping company Hyundai Merchant Marine (HMM).Now, the shipping firm plans to acquire Hanjin’s terminals in South Korea as well. Trina RoacheAPTN National NewsThe highest tides in the world rushed into the Shubenacadie River in Nova Scotia as a group of Mi’kmaq people cheered the oncoming muddy waters, the longest tidal bore in the province.“This is why we’re here,” said Cheryl Maloney, a member of the nearby Sipekne’katik band.Maloney organized a fishing derby as a peaceful way to assert Aboriginal treaty rights. The Mi’kmaq gathered on a dyke in front of the area where a company plans to dump salty waste water, or brine as its also known. The Alton gas company wants to create underground salt caverns to store natural gas.The project has been in the works since 2007. But in recent weeks, controversy over environmental concerns and consultation has made headlines. And though the province gave the go-ahead seven years ago, major construction near the river only began this summer. The Mi’kmaq are calling for a halt to the project.“So I think we’re looking at a judicial review of the whole permitting process with Nova Scotia and also the consultation efforts this company made,” said Maloney.Elder Billy Lewis says the Mi’kmaq never ceded land when they signed the Peace and Friendship Treaties in the 1700s. Along with the other 50 to 60 people that showed up Saturday, Lewis came “to assert the rights that we already have and to that’s more important than anything else. “And that’s why I’m here today,” said Lewis, “to assert those rights that existed long before Canada existed.”Though the group at the derby is small, their message is echoed by Mi’kmaq leaders. Rufus Copage is chief of the Sipekne’katik band. He remembers fishing on the river when he was a child. Now he brings his grandchildren here to fish for striped bass and eel.“This is traditional Mi’kmaq territory,” said Copage. “I don’t support dumping anything in this river that shouldn’t be there.”Chief Copage and his council have had meetings with the company to get information on the project but he’s hesitant to call it consultation. He’s not alone. In a press release, the Assembly of Nova Scotia Chiefs say the company hasn’t engaged the Mi’kmaq in a meaningful way and “is strongly advising that the Province withhold any permits or approvals for this project until all of our concerns are addressed and accommodated.”The Alton Natural Gas Storage company, a subsidiary of the Alberta-based AltaGas, will engineer three underground salt caverns. To do so, it will pump water from the river through a 12 kilometre pipeline and then down a well, half a kilometre underground. The water dissolves the salt deposits and then that brine will be pumped back to the holding pond and released into the Shubenacadie River at high tides.The company expects to have the caverns ready to store natural gas by 2017. Once the caverns are completed – no more brine. But according to the Assembly of Nova Scotia Chiefs, if the market improves, there could be as many as 10 to 15 salt caverns down the road.This will be the first facility to store natural gas in the Atlantic region and, according to the company, will help stabilize prices, especially when demand is high during winter months. Though salt caverns are used to store natural gas in western Canada, dumping the brine into a river system is untested. The Alton company has studied it for the past six years and says it will monitor the salinity of the river, making sure it stays within acceptable levels.The Shubenacadie River is the only spawning ground for the striped bass in the Bay of Fundy and the rare Bay of Fundy Atlantic salmon are dependent on this habitat. The list of species that live and spawn in these waters is long; fish that thrive in the mix of fresh and saltwater.The Department of Fisheries and Oceans (DFO) wrote a report used in the environmental assessment in 2007. It describes the river system as “dynamic.” The extreme tides change from day to day, season to season, depending on the weathe: “This high degree of natural variability introduces a high level of uncertainty into predictions of potential impacts.”Roger Hunka says that unpredictability may spell bad news for the resources and the Aboriginal right to them.“Once they’re gone, they’re gone.” said Hunka who is with Aquatic Resources for the Maritime Aboriginal Peoples Council.He worries over the fact the company will be monitoring itself.“Where’s the third party? The third set of eyes? he said.According to Hunka, the consultation process has failed and puts the blame on the province of Nova Scotia.“It has not been clear and forthright and that comes back on the Crown,” said Hunka.At the fishing derby, the Mi’kmaq set eel traps and cast their lines out on the waters of the Shubenacadie River. New Delhi: Prime Minister Narendra Modi has got income tax refunds at least five times in the last 18 years, while Congress chief Rahul Gandhi has received six refunds during the same period.Besides, the refunds for assessment years 2015-16 and 2012-13 got “adjusted against outstanding demand” in case of Modi, while it was the case for Gandhi in assessment year 2011-12. This is based on the online ‘refund status’ service provided by the Tax Information Network of the Income Tax Department, managed by NSDL e-Governance Infrastructure Limited. Rahul Gandhi’s mother and senior Congress leader Sonia Gandhi has also got at least five refunds since the assessment year 2001-02, but there is no adjustment against any outstanding demand for her in this time period. While the portal does not disclose the amount of the refund, it mentions the date of the refund or adjustment, the challan sequence number and the mode of payment (cheque or direct credit), among other details. As per the ‘refund status’ records, Modi got his refund for the assessment year 2018-19 through ‘direct credit’ to his account on September 26, 2018. The refund for the same year took place on October 6, 2018 for Sonia Gandhi and on March 26, 2019 for Rahul Gandhi. Modi got the refund for assessment year 2016-17 on August 16, 2016 through direct credit and through ‘refund cheque’ for 2013-14 on January 7, 2015, for 2010-11 on January 9, 2015 and for 2006-07 on October 11, 2007. For assessment years 2015-16 and 2012-13, his refund got “adjusted against outstanding demand”. Modi became Prime Minister in May 2014. In case of Rahul Gandhi, his refund for assessment year 2011-12 got “adjusted against outstanding demand” on February 1, 2012, while he also got a refund cheque for the same year a few days later on February 13, 2012. His other refunds relate to assessment years 2017-18, 2016-17, 2012-13 and 2007-08. Sonia Gandhi’s refunds relate to assessment years 2016-17, 2012-13, 2008-09 and 2007-08, besides 2018-19. Interestingly, both Rahul and Sonia Gandhi have disclosed in their election affidavits filed for the Lok Sabha 2019 elections that the Income Tax Department has initiated reassessment proceedings against them for the assessment year 2011-12 and has passed reassessment order, dated December 31, 2018, raising demand. The two leaders, however, added in their affidavits that the said proceedings are under challenge before the Supreme Court. In his affidavit, Rahul Gandhi has declared total income (as shown in income tax returns) of over Rs 1.11 crore for financial year 2017-18 (up from Rs 1.03 crore in 2013-14), while it is Rs 9.6 lakh for Sonia Gandhi (down from Rs 17.6 lakh in 2013-14). In his affidavit, Modi had declared total income of Rs 19.92 lakh for the financial year 2017-18, up from Rs 9.69 lakh in 2013-14. There are no “income tax dues” pending against him, as per Modi’s election affidavit filed for Varanasi Lok Sabha constituency. Listing his assets in the affidavit, Modi under the sub-head ‘value of claims/interest’ mentioned Rs 85,145 as tax deducted at source (TDS) for financial year 2018-19.
